That makes a waterfront overnight qualitatively different from staying near Pier 91.

Do not convert proximity into a guarantee that every traveler should walk. Construction, crossings, weather, crowd routing, bags, and mobility can change the sensible handoff. A short prearranged ride remains reasonable even when the map looks easy.
The strongest experience-first choices
Inn at the Market is inside the Pike Place historic district. Thompson Seattle, The State Hotel, and nearby downtown properties put travelers close to the market and waterfront activity. This is the better branch when the point of arriving early is to experience Seattle rather than simply wait near the terminal.
The tradeoff is elevation. Pike Place sits above Alaskan Way, so the trip down to the waterfront may be short but not effortless with cruise luggage. Let the hotel hold bags while exploring, then use a vehicle to the terminal when the party or weather makes that the more reliable choice.
Use Pier 66 luggage options to buy back time
The Port currently lists paid same-day luggage storage at Pier 66. It also advertises early checked-bag drop for guests embarking specified Norwegian ships, with a published return deadline. Those details can make a morning market visit realistic, but they are time-sensitive operating rules rather than evergreen promises.
